well you mark the face area and add blur from effects, ive only done it in photoshop, dont know progs besides that. you can also use paint :P but no blur there, just paint someone's head :)
Yes if you click Blur from Filter, it will blur the whole image. if you want part then Select the Rectangle Marquee tool (The box thingy), Drag and select the part where you want to blur ( from the image ) and do Filter->Blur option, it will just blur the part where you have the box thingy.
