from bad quality to high quality

Got a question for u:


i got some videos and the quality is low/med ...sometimes shows pixels...is it possible to make a better quality ?


i got After effects/premiere but i think this is not the right way :D or yes ?

its possible to mask the pixelation or other artifacts to a point using certain color correction, but thats it. there isnt a magic enhance button.
