From TS3 go to Settings - Plugins -> and uncheck "Volume Control".
If that doesn't fix it go to Control Panel -> Hardware and Sound -> Click "Communications" tab -> Select "Do nothing" -> OK.

I've already tried your first advice, it doesnt work. Can't try 2nd advice because I havent this option on vista :s

Try to re-check and after that again un-check the box of Volume Control and boot TS3. Are you sure you have Volume Control un-checked?
You use headset or clip mic? Try this in TS3, go to Settings -> Options -> Capture -> Un-check "Echo Reduction" if it is checked. You can try un-checking Echo cancellation as well.
