how to resize a picture?

i have this one picture and it's too big
if i want to make it smaller, pieces of the picture disappear and are lost.

how can i make my picture smaller without losing parts of it?

you can't do it with paint, then you experience the problem discribed above

why dont you just do it in IrFaN ViEw?
