maybe when u write it in English, I or any other member here can actually help you.

I don't understand why some ppl write general questions in their own language :/ u have a lot less chance of an actual helpful answer then ;)

Ofcourse:

First make a new layer (shift+ctrl+n)
Then select all (ctrl+a)
Then go to Edit - Stroke - and then give the width of the border (in pixels), the color, opacity, etc..., and press Ok.

There u have ur border ;)
