Didint really understand what you want to do... :D
If you want 0-45 to be shown with % you need to go configure cells 0-45, there is a box where you can add that it will show with % or with € etc...
this guy speaks the truth .... i guess

England has 20 cats
Scotland has 30 cats
Holland has 40 cats

I'm after the graph to display this as a standard bar graph – but at the top of the bars, to also display the % - just as a tag.

England has 20 cats which is x% of the highest 40

work it out with a calculator then add a text field on top of the graph? X:
Parent
do new cells where you do how much % ís 20 from 40 and then add it in graph.

in word 2007, right click one of the bars.

click 'add data labels'

right click the bar again

click 'edit data labels'

click ' numbers'

select 'percentage'
