managing photos

Is there any programm to sort / tag pictures offline facebook style ?
I want to create some sort of digital family album and something like that would be nice 8D

In photoshop you can input file-info and watch them via properties, not sure how to make tags in jpeg/normal pics any other way. Unless you use them always on same location and same image viewer.
