If you're capturing with Image.exe then look at the tutorial under "Cropping" (duh!).
(That's the best option since it saves disk space/processing time during editing.)
In VirtualDub you simply add a "Null transform" filter and then select "Cropping"...

And he was right , you can better keep aspect ratio to avoid stretching
I would recommend using 960x720 for resize or equilevant
1280x960 is 4:3, so if you want 1280x720 then you should crop, not resize.
