It was never really banned, you just couldnt sell it to anyone under 18 + I think it wasnt marketed in any way.

Restrictions on Doom II - Hell on Earth have also been lifted.

according to the german article (below) they still sell doom for mobile phones and tablets. thats one reason why they're interested in getting it unbanned in germany
