Look one down and help that case. He is desperately trying to get attention to his project, or what ever that site is, havent checked. Always some issue with it, normally googling would help I guess.

Perhaps show off some of your work? I wouldn't hire you without any sort of knowledge of what you're capable of.
Portfolio?
10e per hour for php+html+css, overpriced imo...
For the French market i'd say that's it's underpriced. I get 400€/day for design stuffs as a freelancer.

very much underpriced. So much in fact that actual professionals have a harder time to get projects and companies are being screwed over by cheap freelancers who eventually fuck up the project.

I guess its different in our country, I would be so f-ing rich in some western country then :(. And I am a bit wondering what he graduated from because php+html+css is a study for a month (and I am being generous), and php itself isnt even suitable for complex web systems at all. Also he didnt mention anything about client-side scripting (js/as), which I consider to be a standard in webcoding these days.

Web programmers get about 7.2 euro/hour here, so guess its the same for all eastern europe.

hmm rly?
25 / hour standard price

Plenty of programming offers there, you register, pass some easy tests, fill profile and then apply for a job. You will need to install there software that tracks your job time/progress and reports to employee, then they pay you either weekly or per job/done via paypal, depending on job. Pretty good system.
