Boot problem

My desktop PC wont boot anymore.
I am having this problem for a while, but when I kept on trying atleast he would start.
So yesterday when i tried to turn my PC on, he didn't do anything like usual, but now when I keep trying he just wont boot anymore.
So I opend my case and tried to boot again, but there was a red light shining on my gfx card.
I dont know if that has anything to do with it, but I was just wondering.
6 months ago I contacted the store where I orderd it, and told them to have a look at it.
They called me and told me everything was fine, they where able to just boot my PC up and everything was working...
Is my gfx card broken?

CPU: Intel Core 2 Duo CPU E8500 @ 3,15 GHz
MotherBoard: Intel Dragontail Peak DP35DP
HD: Maxtor 300 Gb
Sound: ATI Radeon HDMI
Graphics: ATI Radeon HD 4850
Memory: 4 Gb DDR2
O/S: Windows Vista 64-bit

try booting without your videocard installed
D1601 - Over temp protection enabled
D1602 - EXT 12V fault
check which led it is
D1601 & D1602
What I noticed this time is that the fan on my card isn't cooling..
Thats the reason prolly?
