Looking for v81²

I'm just looking for a moviemaker ( or someone else who is capable ) to do something very simple for me, I'm just clueless when it comes to these things.

All you would need to do is :

- Combine a series of pictures into a videofile
- Every single picture would need to be visible for 3/4 seconds, during which it changes from black&white to full color.
- Add a soundtrack that I would give you
- Add some text
- Length would be around 20/30 seconds
