NC groups ?

Can someone explain me why this time there are gonna be only 4 groups ? Imo there are enough Nations to make more groups.And its almost impossible for smaller Countrys that are not full of Eurocuppers to pass at least to the Playoffs.Only 2 Nations for each group is ridicoulous.
