Game on Steam

Basicaly, i got css in my games on steam but not installed. I just wanna know that if it actually consume Mo/Go if I install/download it. It's saying I can install it (which means it wont consume any go) but then it says the download speed (which means it will consume). I got limited internet so i dont want to download css (5go) and go above my internet limit.
