Format your pc, this isn't the only problem you have... start from scratch & fix all at once...
wouldn't be such an bad idea tbh since like you said he has more problems like running TZAC.
hence the suggestion ;)
this doesn't seem Library related, the game loads the pk3's in alphabetical order and seen from this screenshot, the next pk3 after 1944_beach doesn't load properly, so check the next pk3 if it is corrupted and remove it and try again
