Meh, you build him like a tankkiller yet he is so lowhealth. One wrong decoy or stun and you are gone. I build him like a highhealth carrykiller, making him able to stay long in the middle of fights in late game.
i can just switch last whisper with bt and im ok, i dont need survi at wukong at all ;d
also with all of this armor pen runes etc I do almost truedamage to anyone (penetrates from 50 to over 150 armor, helps wining toplane quite often because usualy tanky characters are there for no reason ;d
its not my only build but i found that this one is most effective in geting fed and to carry games when I have to increase my elo, i hate going warmong/atma :P
u can buy RP, what yout can use to buy champs, skins, runes, runepages, etc.. But you can buy all those things with Influence points aswell, what you get from every game you play.
Only thing you can have only with real money is Champion skins and some boosts like IP boost.
Champions(optional, can be paid either by RP(riot points aka MONEY) or by IP(influence points) what you get by playing(winning=more ip)), skins(RP only) and random things like runepage bundle, name transfer etc.
so basically when there are two equal players, but if one has played longer, his hero is stronger, therefore he has higher chance of winning (easier to play)?

No. You don't improve ur heros or anything, this is not morpg. After u reach lvl 30, everyone+every hero are _theoretically_ equally strong. Only things that matters then are runes + masteries. Runes are mostly for early game, basically you can either compensate the champion's weaknesses or boost the strenghts or just get some overall goodies for longer period. Masteries affect a little bit more during the whole game.
To answer ur question: No. Except maybe the guy who has played longer time knows better how to play the game and a specific champions etc. But as a technically, no. After lvl30 everyone are at the same line.
