my brother is going to visit Russia, the problem is what to do to be allowed into the russian community..he has the passport but he knows he need the "government papaer" or something like this to certificate that he can come in. Can u explain the steps to join there.

VISA?

go to your prefecture, ask for a VISA or maybe russian ambassade.

they said laws about it are general can happen that sometimes they dont accept it ...also this things can be made from the hotel where u'll sleep...we have a lot of infos but seems that everything is ok and shit at the same time

go to the russian embassy in your country and get a visa or you might be able to apply online / by phone. I hear that it is quite hard to get a visa though, he will probably need a job already lined up.

You need both a visa and an invitation to enter Russia. Or you need an invitation to be able to procure a Russian visa. Not really sure anymore about the exact requirements. Has been a while since I looked it up.

The invitation can be one from a Russian national who will have to guarantee that you will obey the law and shit, or from a hotel who confirms that you booked a stay with them. You're obliged to check-in that hotel afterwards.

Each Russian visa must be registered within 7 business days from the date of your arrival in the Russian Federation http://visalink-russia.com/russian-visa-registration-visa-registration-support.html

To obtain Russian tourist visa (Russian travel visa) it is required to confirm accommodation or to have transit information for every night of your stay in Russia.

PLEASE NOTE: a Russian hotel booking itself is not sufficient for Russian tourist visa (Russian travel visa) application. (WTF seriously, stupid country >_<)

in case he's visiting a friend in russia he needs a kind of invitation paper which his russian friend has to get from the interior ministry. a hint: some russian tourist agencies offer this service and they do it a lot quicker than the russian authorities
