looks like some files are corrupt, redownload&reinstall imo, or perhaps its only a certain map that has corrupt .tga-s (they can have anywhere between 2 and 30+ image files)

are you trying to host a server? Had the same problem a couple of years ago when hosted a server. You cant use pictures with a too big range of colors

I would try to delete strange pk3 files loaded from strange servers. Do not delete pak0 to pak2 because those contain the original game assets.
