Right so with the launch of CF4 I see lots of deactivated profiles being shown at various profiles again. I'm wondering if those can get removed or reactivated again?
it seems that with the follower system being created, they have randomised (to some extent..?) who follows who, and therefore some deactivated accounts are following or being followed. They have been there for a while, but this system has just highlighted them more afaik

By default you're following the people you added as buddies but didn't get accepted by the other person.
You can remove people you're following by going to their profile and clicking the "Stop following" button.
People cant make comments/add content with a deactivated profile. I guess its more noticable now, because at CF3.2, people only looked at their online buddies, and a deactivated profile cant be online ofcourse.
