PC help

Hello guys!
i need ur help to fix a problem that seems wont be fixed itself :P
I reinstalled too many times windows 7 with differents cds and versions 64/32 bit aswell, checked bios and load default settings also checked HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows NT\CurrentVersion\Winlogon\PowerdownAfterShutdown and putted from 0 to 1 but still the computer when is going to be shutted down, preparing its stuff: disconnect monitor shutting down keyboard and mouse but fans and leds still working and if i press the power bottong, after few mins the pc wont going on i have to leave electricity and put it back and press the power bottong to boot the pc.

I heard can be a ACPI problem in other forums a windows problem...i tried windows' way but nothing happen. If it's the first way dunno what to do or maybe can be ANOTHER problem ?

dl & install it plz and reboot, then tell me if its running or not :)
ok boss i'm trying to fix but every where i checked there is no solution ahahaha i'm gonna drop my self off the window ahahah :XD

edit: putted win 7 32 bit now
