FPS Drops When Turning

Ok, here's my problem. on any map, any config and any graphic setting, Whenever I turn left+right my FPS would drop massively. example, I'll be standing still on delivery, 125 fps. but when I turn the slightest I get 60 fps and sometimes 50/40, and that's even when I look at a wall or on the floor when I turn, my Laptop specs:

I also use PBPrior but that doesn't seem to help much, Also my laptop is kept cool so overheating can't be the problem

aliasing+ anisofiltering options ?
with 13-9 mobility catalyst, should I downgrade my catalyst?
-no need(unless AMD themselves detect flaw on driver)
-where it says "application settings" set them OFF or set to the minimum possible value
-at "surface format optimization" try OFF and see if helps

I had a IBM laptop when I started playing ET and I have one now. Best brand for laptops imo
