you know Nait can't actually see the xhair, right? it's only for stream viewers because they can't see his ingame crosshair (a dot). so no, it's not a hook, it's an overlay in the stream.

Its not but It is possible to do the same croshair with commands. However this in ET doesnt matter but it would for example in cod2, since in cod2 u couldnt turn off croshair jumping but in ET u can.

The +zoom command uses the binoculars, just like if you switched to weaponbank 8 and used weapalt.
