well Dirty Bomb, its not far off our beloved game and comes with a built in anti-cheat (?)...

are user maps/skins, is map scripting possible?

Check the beta forums, they released the basic tools and measurements needed to create your own maps (which you can test ingame in dev mode). Don't know about skins(assuming you mean playermodels) though.

So I guess yes, sort off :P
