CGAC problem

Ok whenever i start CGAC i get some problems starting it. This is what i get

I tried everything, disabling antivirus, firewall, everything.. Anyone has a solution?

do you have .net installed?
did you try rebooting your computer?
did you try updating to windows 98?

did you try running as administrator?
did you try updating to android 2.3?

did you try reinstalling the new version?

did you try upgrading to telegraph line internet connection?
