no it's not. The changes were made to make the game more accessible for new players (read: newbs). Only change affecting "pro" scene is 6 damage lightning gun cells when it used to be 7 (Damage per second went from 140 to 120). I think the changes are good when you give them time and the lightning gun nerf is refreshing and forces people change their playstyle a bit.
they made the game more accesible to new players aka you spawn with a rocketlauncher or shaft, item respawn times are just shown ingame, you can keep jump pressed if you dont care to bunnyhop etc
