When streaming I get 40 fps while playing on r_fullscreen 1
but with r_fullscreen 0 I have 125 fps??
What can be the solution?

OBS Classic forces the fps to stay low (either 40/50/60 as if it was forced with a command - only fullscreen) and the OBS Studio forces HZ to stay at 60 :D only ET
ur supposed to stream the ET window content only or gamecapture(whatever other effects u have[donations, comments, other camera filming u ...doesnt matter]), not the screen capture
ur settings need tweaking

3k bitrate CBR, interval 2sec, cpu preset veryfast, main, 60fps, downscaled to 720p
but with r_fullscreen 0 you have 125 fps??

You never had this problem before.
for Borderless you can try "Borderless Gaming" which is available on Steam.
