shit fps

Im posting this for a friend of mine.

He gets never stable 76 fps with this specs:

proccesor:intel p 4 2,8 ghz 512 kb cache northwood
mobo : msi intel 845pe mobo
ram: 2x512 timings: 2.5-3-3-7 both pc 2700 166 mhz
gfxcard: radeon 9800 pro 128 mb 256 bit
nothing overclocked/tweaked config
r_mode 6,picmip 3 everything low etc.

newest drivers and oldestdrivers install didnt help he runs nothing on background like xfire or msn etc.

i dunno but he thinks hes supposed to get a solid 125fps any1 knows why he doesnt get that?
