FPS Problems

Basically I 'think' my PC is half decent, but the problem is, my FPS is really sucky and I get about 50 FPS loss when I play ETPro. Average fps is 50-70 ( unstable ) and 43 stable.
I don't have any firewall, I have no programs running in the background that would affect my cpu usage.
I've got my own cfg so I don't think it's a great deal why I lose so much FPS in general even if I type com_maxfps 999.
The thing is, when I playback demos, I can get a stable 200 fps :S but in proper game play I get 43.
PC specs:
AMD Athlon 3000+
1GB DDR RAM
GeForce 6800 GS
80GB HDD
1MB DSL
All drivers are up to date
I got a new PSU arriving shortly which is going to be better than the old one I have here
