fps problems! :(

hello friends, it has come to my attention that i appear to be getting less FPS than i should be for a PC of my spec,

atm im getting around 30-60 fps at the courtyard on goldrush whilst my clan companion gets 76 constant with a lower speced pc :E

anywhoo, here is my pc spec:
amd athlon 2400+ XP, @2000mhz
1280mb pc2100(133mhz) DDR RAM
geforce 7600 GS 512MB

PLEASE HELP!

PS. have latest nvidia drivers, my cfg is tweaked to fps perfection etc etc
