Lower the bitrate @ vent?

Currently using:
GSM 6.10 (22050 Hz, 16 bit) 4420 bytes/sec
Should i go to
GSM 6.10 (11025 Hz, 16 bit) 2210 bytes/sec
for the people with broken connections/routers that cant take a 4Kb/s upload or just ignore the whine?
