wtf is the point of pb?

cheats are being caught and then let off by admins of leagues and cups because they dismiss certain evidence as NOT ENOUGH

is a kick and ban via pb not enough ?
demos are ranked better than pb for proving a person is a cheat? pbss is a joke as they can be faked!
may as well all start using hax and make silly excuses when caught like :
" it was my flat mate"
"it must have been downloaded from a public server"
" my dad had a fight with a cat and dropped a large pancake on my mouse!"
