Yes since people that play baserace requested a scoreboard to see the stats and a admin told me so...

Configs and scoreboard.lua reworked.

Also added a bugfix if config get unloaded because of mapscript hash.

I reworked the scoreboard.lua. It doesn't need the mapscripts anymore. I updated the configs, lua and pack.
