Not only pointing to referees only, it's just an attribute of Portuguese people that they are kinda corrupt (not all of course, but a lot). In a lot of other countries as well, South European countries mostly.

Percentage is a lot higher in PT than for example UK, GER or NL. Has also to do with economy and prosperity of course.
