partly you're right, but the reason for it is that the consumer mustn't suffer any loss. imagine you buy a new car in decembre 2009 but its a brand new model, then when you'd sell it after a couple of years you'd have to write 2009 on the papers which would result in a great financial loss for you compared to if it said 2010 instead. cuz decembre 2009 is so close to 2010 and making the consumer take the risk of losing that much money isn't appropriate.
