outcome is definetely 320 , no idea what was the rate when it was uploaded to youtube

If something is uploaded to youtube with a rate of (for example) 192, you can't make a real 320 copy of it. It just doesn't work that way. The input value is always the highest possible real rate you can get.

At least, that's what Ireland sol told me a few years ago.

if the origina quality is low you can download and replay it on 320 but it will still be poor quality.

it can be sufficient for casual user but it still depends on the quality it was uploaded to youtube with.
and 99% of producers will make jewtube ban channels once there is proper quality music uploaded.

winamp reads it as a 320 because the tool you used to rip (i use the same btw) ripped it in 320.
but if the quality was lower than that in the first place how should the tool make it better quality?
it is not magic afterall...
