What happened to my fps? #4

Hey!
Here we go again, still couldnt fix the problem. ( http://www.crossfire.nu/?x=journal&mode=item&id=103220 )
Yesterday I made a full clean windows reinstall ( this time Windows XP x64 ) but my fps is still very crappy.
Shot version: About a month ago my fps from day to another started to be shit. around 40/50 on most of the maps, if I can get 90 on some places then its very very unstable
I think its neither gpu nor cpu, tried other gpu and overclocked my cpu and the results were the same.
I think its my motherboard, damaged somehow. Is it possible to get these results with damaged motherboard?
Maybe the memory?
Or powesupply? I heard somewhere but I think its not possible.
What do u think?
