From what I've heard each Dutch player is marketing himself so EA would need to make a contract with every single player instead to 'buy the entire package from the association'. Could be utter bullshit though. Doesn't sound logical to me as PES got the license afaik. Maybe it's just about the money.
You're either having too good players compared to the other team or you've shit difficulty settings.. didn't find the bug you describe there yet with somewhat equal teams + highest difficulty level.

But on the previous versions of the game holland wasn't even there
or the dutch players had retarded names.
