Hardware ban

a friend of mine was given a hardware ban like a year ago , he tried re installing it today on another hard disk , nothing! Should he change his network plug and perhaps disconnect the banned hard disk?

it exists a file for unbanning a hardwareban, easy to get for ET atleast.. just google some :p dont know the name tho
