FPS problems, help!

I have problems with fps, any graphic settings, cfg I use, cant get fps stable.
I mean that even if i use shitty cfg for low pc's or a high quality cfg i always get same fps, tryed everything so maybe some of you had same problem and fixed it?
my pc :
procesor 3800+
2gb ram
asus gf 9800gt 1024mb ddr3
hd 500gb etc etc
Call of duty modern warfare2 works for me at best quality without any problem but et warp as hell...
Can someone help? :)

You guys have serious problems configuring your PC. I bet it's those "PC Tuneup"-Software shit everone seems to use.
I've got an AMD sempron 2100+ (1 Ghz), 768MB Ram, ONBOARD geforce 6150se and I'm getting STABLE 76 FPS on Radar.
With your Hardware I'd easily be able to get constant 333 FPS w/o loosing a single Frame.

the most part at most computers I've seen is ppl have way to much background daemons running like icq, msn printing software , irc, xfire and whatever software is used . ofc thats not all
if u handle a computer right, you wont have these kind of problems but most ppl fill their pcs up with all kind of trash
laggs are a corollary to messing up ur hd's and rams
