unexplainable ping situation

This is the situation,

I have really crappy internet from Ziggo/Casema NL.

Max download: 600kb/second
Max upload: 55 kb/second

Now in ET I still have 35 ping(which some may say is nice) but the bullets feel/seem really delayed. Like playing on american servers, the bullets feel as if they travel longer then with 48-54(my old ping).

Ive been having this weird ping since I installed windows7, I googled some stuff but I couldn't find anything interesting on it.

the blue one is like a line of triangles flying by all the time

the green one is a line with alot of breaks in it, small breaks like every 2 millisecond

my speedtest it 6,4mbps and 0,4mpbs upload xD

ping has nothing to with dl/ul speed, at least not in this case ...
I have it too (also ziggo), do you also have the freezes every few minutes? :/

i had that two years ago with an internet provider...they used traffic, after i switched provider i didnt have that anymore

this is what i have on uk servers, ping 60 but feeling of 500, its crap and cant do anything about it
