Came back home went to switch on the pc .. nothing. i left the pc on standby and apparently the elec went off and came back on ... question : is there a fuse in a power supply protecting it if a surge of elec happens to come through it ?

yes there is

but its thermal nowadays on most boxes and should turn on when its cooled down

k well im pretty sure its coz of a power surge , how can i know whats faulty? ;/

Replace components until your compy works again. If you have friends you may borrow it from them instead of going to some shop that charges you for it.
