I actually think that was a quite sensible option (one of the few ones). The only 3 bids were Italy, Hungary/croatia & pol/ukr. If Italy had been chosen everyone would have said how corrupted it was. In that time, Italy had the scandal of the serie A and the hooligan problem. They didn't deserve it. Pol/Ukr both big countries + first time in eastern europe.
