Can I register and use Paypal even if i am 17 years old? Does paypal requires 18 years old user? If I can register under age please give me a link to paypal site where i can see it.

They are flooding paypal with traffic making the servers overload so that the system crashes. They aren't specifically hacking into users accounts taking their information. They are not targeting users, it's an attack against the organisation itself. That is why.
