edit html/php templates

I´m in need of some simple program where i can open downloaded templates and edit them. Or someone who is intersted in making one (its some online store for mails/webspace/.. ) :>

Anyone can recommend a program or guy i could contact?

notepad++ for its simplicity or if u want smth more complex, netbeans should do the job as well (i am using it for developing java applications).
Ofc u need some webserver to be able to check those php templates, so i suggest u to download xampp which gives u everything u need

do u know similiar programs? expression web doesnt seem to work on win7 x65.. or atleast its pretty buggy when installing :S
