As far as I know, it doesn't matter.

Do this:
/in_mouse -1
/in_restart
/in_mouse

You should see that your in_mouse option is still 1:)

no matter what you choose the only one which works in ET is -1(or 0 if you dont want the mouse input at all ofc)
