'Moscow's Domodedovo airport has been rocked by a bomb explosion that an airport spokesman says has killed 35 people. More than 100 people were injured - 20 of them critically - by the blast, which reports suggest was the work of a suicide bomber. '

Both are forms of entertainment, both equally questionable. There is absolutely no reason to enjoy watching movies like Saw except for the shock of morals, just like playing this scene in CoD. I didn't actually play it but I watched in on youtube and read some articles about it and admittedly it seems to have been poorly realized but yet it has the same right to exist as do aforementioned movies: none from a moral stand point and every from an entertainment and artistic one.
tl;dr: You can paint a shitty painting of a tree, it's still a tree.
Is there zero tolerance for gaming violence? No. Did someone just kill 35 people? Yes.
So violent games -> terrorism. Q.E.D. They should be banned.
