W7 theme help!

Soo, I just downloaded a W7 theme cuz I want to have a awesome looking desktop, just like you guys!

But heres the problem:

How am I suppose to make it fucking work? Im a complete noob with pc's, so some help(pref dutch, since its easier to explain) would be highly appreciated!

And yes, I used google, but I can only find tutorials for ubuntu or smtn -_-
