It's a script, candy could be the players nick, time = spawntimer, 10 = timerset 10, KP = Keypad, 00 = seconds.

smth like this bind x "vstr candy_time_10_KP_00"

seta candy_time_10_KP_00 "timerset 10; bind KP_Ins "vstr candy_time_10_b_00;seta candy_time_10_KP_00 vstr candy_time_10_KP_00"

not sure, but actually quite possible..

They are just random "custom" cvars so if you wrote "/set bla" there would be a cvar in your list that did nothing but would be in the list under the title "bla" :D

/cvar_restart and then exec your config again to get rid of them.
