Sample frequency

Hello,
I need a program where i can put the sample frequency of a WAV file below 8bits does anybody know a program for this?

do i first need to install somthing else before it, i only get a dll file...

well i use it as a vst plugin in FL studio .
and you need to put the dll file in the vst folder.

you need a DAW, audacity is free and pretty simple to use or fruity loops / reaper

you run the .dll from the studio software (the dll is instructions for the audio workstation)

with audicity you can' only go to 16 bits i thought?
