Are personal accounts only allowed to send money or can they also recieve money from other accounts/payments?

You can send & Receive once you "Verify" your profile (with your bank/card)

No need to "verify" your profile, i already receive money, then buy clothes :)

Yes you can unless its your first time on paypal you have to lift the 150 dollar limit if you are going to send more than 150 $ and you have to check your online bank statement to get the code.
